This building was made possible by grants from NSF and HEW (title I and title II). The NSF grant was $607,000; the HEW title I was $470,876, and title II was $945,642. The rest was financed by the university.
The building has 5 levels, 2 underground and 3 above. Its net area is 102,594 square feet of floor space. This area includes four floors of new construction incorporated with a basement and sub-basement completed in 1954 during construction of William Lawyer Hinds Hall (engineering building #1).
The red brick and limestone motif of newer buildings on the University's main quadrangle is matched by Link Hall, which is basically of reinforced concrete with brick exterior. The Syracuse Society of Architects commended the craftsmanship of construction of Link Hall.
Link Hall, formerly known as engineering building #2, contains administrative offices, laboratories, and department of electrical, industrial and mechanical-aerospace engineering and metallurgy.
