It's the rear of Machinery Hall. In addition to the blocked up window you can still see the outline of the former rear portion of the building which was razed in 1953 to make room for the construction of Link Hall.

This early image of Machinery Hall clearly shows the addition in place at the rear.

Here's a closer shot of yet another of the "Lost Buildings of Syracuse University".

And before you ask, the castle-type building at the back is the old SU Power House which was also torn down.
